Agreement and Finance Reference Documents

In this section you will find the current Cooperative Agreement, which contains the guidelines that EMM and our partners must follow when delivering refugee resettlement services (also known as Reception & Placement or Core Services). Please be sure to take time to review this document closely. There is also a sample Memorandum of Agreement and Addendum. These will be modified specific to your RPCP and sent separately for your signature. Please complete the Financial Matters form and return it as instructed to ensure prompt payment of federal funds, as well as the Expenditure Form, which you will submit monthly for reimbursement. Lastly, there is an RPCP Funds Tracker to help you manage and track spending, as well as note volunteer time. Feel free to reach out to EMM with any questions.

Cooperative Agreement: This is the Cooperative Agreement that EMM, and, by extension, our RPCPs, enter into with the U.S. Department of State. This version is for quarter 1 of federal fiscal year 2024, which is October-December 2023.
EMM Memorandum of Agreement Template: This is an example of what will be customized for your RPCP team; it will need to be signed and returned to EMM.
MOA Addendum Template: This is an example of the MOA Addendum, which will be customized for your RPCP Team.
FY 2024 Financial Matters: Complete and return this form to Florence Etienne, [email protected], so that EMM has record of how to issue payments to your RPCP team.
